Dear Prime Minister Dr. Robert Golob,

I am writing to urge you to amend the Act on Urgent Measures to Ensure Public Security (“Security Law”), which enables the Slovenian Tax Authority to seize social assistance from individuals as a means of enforcing the payment if three unpaid minor offence fines have accumulated over a two-year period.

The law has already had a disproportionate impact on Roma communities, particularly in south-eastern Slovenia, who already face systemic discrimination, inadequate housing, exclusion from education, and persistent poverty. Families with multiple children, elderly couples, single parents, and individuals experiencing homelessness have been left without access to social assistance, unable to afford food, utilities, or basic necessities.

Rather than improving public safety, the Act undermines the rule of law, deepens social inequality, and violates Slovenia’s national and international human rights obligations. The Slovenian Constitution and international human rights treaties obligate Slovenia to guarantee the right to social security without discrimination and in so doing enable people to live in dignity. The level of social assistance must be both adequate and provided on a continuous basis to all those who need it to ensure an adequate standard of living for individuals and their families and protect their right to family life.

I urge you to immediately stop enforcing these punitive measures, ensure social assistance is restored to affected individuals and families and amend the Act to comply with Slovenia’s human rights obligations.
